Historic Challenges: Perspectives for a European Policy. Today for the first time after World War II the idea and project of a united Europe is fundamentally put into question. Former foundations of normative value are vanishing. What is missing is a future narrative to compensate the spreading speechlessness. Historic challenges such as the migration crisis, global terrorism and climate change need more than just situative management. This comment argues for European goals, perspectives and orientations. To find a normative horizon, Europe needs to search for its «soul».
